To shrink JPEGS: depends on your program, basically. In some, there's a "resize" function. In others, when you save down, you can choose to save it down to a smaller size.
Should be in the help file.
Some terrible JPEG viewers don't offer any such functionality. In that case, download a new one.

this too strikes me as very impressionist. my train-chick was more Renoir, this was more Monet.
